With the completion of North and South Halls in 1873, the university relocated to its Berkeley location with 167 male and 22 female students. Beginning in 1891, Phoebe Apperson Hearst funded several programs and new buildings and, in 1898, sponsored an international competition in Antwerp, where French architect Émile Bénard submitted the winning design for a campus master plan. Although the University of California system does not have an official flagship campus, many scholars and experts consider Berkeley to be its unofficial flagship. It shares this unofficial status with the University of California, Los Angeles.
